Centralized Protection and Control Pilot Implementation White Paper

This white paper details Salt River Project’s (SRP) pilot implementation of a Centralized Protection and Control (CPC) system at a 69/12.47 kV substation, transitioning from a distributed PAC approach to a centralized one using IEC 61850-based merging units and a CPC device. It covers the design, engineering, installation, testing, commissioning, and performance evaluation, including lessons learned during the COVID-19 pandemic, to demonstrate improved asset protection, flexibility, and lifecycle cost reduction.
